Procedures and Application


The mission of the Southeast Volusia Advertising Authority (SVAA) is to develop and support marketing and advertising programs intended to increase the flow of tourism dollars into Southeast Volusia County to enhance the image of Southeast Volusia as a tourism destination. We will accomplish this mission through responsible oversight of our programs and resources.

The Event Marketing Partnership provides financial support for marketing events, which exhibit positive tourism potential and directly affect the communities within the Southeast Volusia Convention Development tax district. Marketing is defined as advertising and promotion.

The Board of Directors of the Southeast Volusia Advertising Authority appropriates funds annually for event marketing support. Funding for specific events will be awarded to applicants who submit a completed application and meet the qualifications as defined in the Event Marketing Partnership Procedures.

Marketing costs that may be funded include:
  1. Advertising space or time in a recognized media outlet outside Volusia County.
  2. Direct mail sent outside Volusia County.
  3. Collateral material distributed outside Volusia County.
  4. Other approved marketing promotion that occurs outside Volusia County.
Event organizers may have as much or as little help as they like from New Smyrna Beach Visitors Bureau, the advertising arm of the SVAA. However, each organizer will be required to work with New Smyrna Beach Visitors Bureau to ensure that any advertising is in compliance with SVAA policies. Organizers who have experience purchasing advertising space and have someone with the experience to purchase the media are welcome to do so, though all ads, invoices and receipts must be submitted to New Smyrna Beach Visitors Bureau for approval. Others are welcome to use the services of the New Smyrna Beach Visitors Bureau to place the media and help in the creation and production of the advertising.

PROCEDURE
  1. Applicants obtain and complete an application.
  2. New Smyrna Beach Visitors Bureau and the Executive Director will meet with individuals or groups who wish to apply for funding to evaluate and assess the event for which funding is being requested.
  3. If the event and the applicant are eligible and meet the requirements as outlined, both New Smyrna Beach Visitors Bureau and the Executive Director will make a recommendation on potential funding amounts to the and the report will be presented to the SVAA Board of Directors.
  4. Applicants are required to submit requests no later than (Date) to the SVAA office.
  5. Approved applicants will be present to answer questions from the SVAA Board of Directors at the (Date) meeting. Funding will begin in the new fiscal year starting October 1, 2004.
  6. Awards are granted at the sole discretion of the SVAA Board of Directors.
  7. No funds are awarded in advance of the event. Event sponsors must cover all expenses initially and submit event evaluation forms (see attached) for approval by New Smyrna Beach Visitors Bureau for reimbursement of approved funding.
  8. Applicants will receive notification by mail of the SVAA's funding decision within two weeks of the (Date) meeting.
Requirements for all Events Receiving Partner Funding
  1. Marketing support will be provided for funds expended outside of Volusia County.
  2. Priority consideration will be given to those applicants who demonstrate the ability to attract overnight visitors. Consideration will be given only to those applicants who submit a complete application and all required documents.
    Funds will be granted on an annual basis.
  3. All advertising and collateral material that will be paid for with SVAA funding must comply with the graphics standards requirements below:
    1. Media plans (for the funded advertising) and ad layouts must be approved by New Smyrna Beach Visitors Bureau in advance. (Note: this is to ensure compliance with funding requirements, not for approval of the media plan or the advertising creative.)
    2. The New Smyrna Beach logo, toll free number and web address must appear in all display advertising.

EVALUATION CRITERIA

  1. Overnight Accommodations
    Applicants must present the proven and/or estimated direct impact the event will have on local overnight accommodation sales. Events with no proven room sales history will be considered on the basis of potential sales and usage and/or the value of the media coverage.
  2. Event Timing
    Priority consideration will be given to those events, which take place during off-peak times. New event organizers are encouraged to schedule events during those times when established events are not scheduled.

  3. Positive Publicity
    Applicants shall demonstrate a history of potential for positive publicity derived specifically from the event. Proof of positive feedback and image building for the SVAA may be documented via consumer response cards, visitor phone inquiries, newspaper articles, magazine stories, etc.

  4. Long-Term Growth
    Applicants are requested to prepare a long-term growth plan for the event to be held in the Greater Southeast Volusia Advertising Authority area. The plan should include demographics, media coverage, participation by corporate sponsors, local endorsements, etc.

  5. Budget/Sponsorships
    Applicants must submit a marketing plan and budget, including income and expense line items. Events which pay 50% or greater of the marketing expense and/or have expenses shared by corporate sponsors will receive priority consideration. Sponsors shall be disclosed in the budget and marketing plan.

  6. Proven History
    Applicants must submit a record of experience in producing similar events and activities related to tourism. A resume indicating success and stability of the event and organizer shall be included and may include reports, media coverage, and reference materials.
MARKETING SUPPORT
Marketing support is available from the New Smyrna Beach Visitors Bureau including, but not limited to, the following areas:
  1. Media buying
  2. Advertising (creative and production)
  3. Collaterals / Direct Mail (copy and design)
  4. Publicity / Public Relations (news release, media lists)
PROHIBITED USE OF FUNDS
  • Advertising placed within Volusia County.
  • Operating expenditures including salaries or other compensation.
  • Professional services including but not limited to legal, medical, engineering, accounting, auditing, and consulting.
  • Prize money, scholarships, awards, plaques or certificates.
  • Tangible personal property.
  • Interest or reduction of deficits or loans.
  • Entertainment expenses such as receptions, food and beverage, flowers.
  • Travel expenses.
EVENT EVALUATION AND PAYMENT

Each event applicant awarded funds by the SVAA must submit to New Smyrna Beach Visitors Bureau a completed Event Evaluation Form and Financial Supplement within 30 days after the final date of the event. Failure to comply will result in a 25% award reduction. After 45 days, the award amount will be reduced by 50% and the award amount will be forfeited completely if no evaluation form is submitted 60 days after event. The SVAA Board of Directors will ultimately approve the evaluation and approve reimbursement of the funding. If you find that you are unable to submit the Event Evaluation Form within 30 days due to vendor billing dates, contact the SVAA Executive Director.
